The statements of the
Armenian officials who, ignoring the constitutional rights of the people,
justify the Azerbaijani checkpoints on the Goris-Kapan and Kapan-Chakaten
roads, and substantiate the Azerbaijani deployments by stating that they are in
the territories of the Republic of Azerbaijan, have become extremely dangerous.
Do you comprehend that
your statements legitimize the unlawful deployment of the servicemen of the
Azerbaijani armed forces (and law enforcement bodies), from where they commit unlawful
acts and commit crimes against the population of Armenia?
How long can the talk
about alternative roads continue? The so-called alternative roads do not
eliminate the threats to the security and violations of the Constitutional
rights of the population of Armenia, and cannot be considered as definitive
solutions.
Do you realize that in
reality, under the guise of unblocking the roads, the Azerbaijani authorities
are pursuing a targeted policy of isolating the civilian communities of Armenia
and are creating a humanitarian crisis?
How do you envisage the
protection of the rights of the citizens of Armenia from these Azerbaijani acts,
to whom should they apply, and through what procedure?
Are you aware that after
the war the Azerbaijani authorities deepened their policy of Armenophobia and
enmity?
Are you aware that the
Azerbaijani servicemen who are deployed in the vicinity of our villages, and on
Goris-Kapan and Kapan-Chakaten roads are the servicemen who tortured and killed
our servicemen and civilians, and are still unpunished for those acts?
A demarcation and
delimitation process has not taken place between the two countries; on what
basis are you deciding which areas are Azerbaijani or nor?
Which legal acts has
given you the right to make statements violating the constitutional and
internationally recognized rights of the Armenian citizens?
This is a public
statement, taking into consideration the mentioned dangerous declarations are
being made by various officials, including high-level ones. Therefore, there is
an urgent need to prevent such declarations by public officials.
Contradictory statements
which violate or endanger human rights should be excluded, since they deepen
the uncertainty in the society.
In fact, the state
strategy should also take into consideration the link of human rights with
border security issues, as well as the fact that the state has a positive
obligation to protect the rights of its citizens.
