Today, the Office of the
Human Rights Defender receive alarming-calls about the fact that on October 22,
2021, around 12:00 p.m., Azerbaijani servicemen stole 107 sheep and 5 goats
from the vicinity of the cemetery of Kornizdor village of Tegh community in
Syunik province of Armenia.
A citizen grazing the
livestock in the pastures located in the vicinity of the cemetery noticed that
two Azerbaijani servicemen had left their position and were approaching his
animals, after which they took the animals to their positions. The incident and
the number of animals stolen by the Azerbaijani servicemen were confirmed by
several sources.
The resident of Kornizdor
informed the communal bodies about the incident around 12:15 p.m. According to
the information of the Office of the Human Rights Defender, the border guard
troops of Armenia and Russia arrived to the scene after the incident and
conducted studies; currently they are taking the necessary steps.
The Office of the Human
Rights Defender analyzed the circumstances of the alarming-call about the theft
of the private property of an Armenian citizen from the territory of the
republic of Armenia. This is demonstrated by the map attached to the statement.
This alarming-call about
the crime of the Azerbaijani servicemen against a citizen of Armenia should be included
in Armenia’s demands from Azerbaijan on international platforms; it will also
be included in the reports and demands of the Human Rights Defender of Armenia.
Compensations for
particularly great damage to people will be a strong guarantee of the rights of
the border residents of Armenia.
These criminal acts of
the Azerbaijani servicemen violate the rights to life, property, and other
fundamental rights of the civilian population of Armenia, and deprive them from
the opportunity to raise livestock, and earn a family income, adding social
issues to existing security ones.
It is evident that the
basis of these criminal harassments and the gross violations of human rights is
the same: The policy of Armenophobia and enmity, and of ethnic cleansing and
genocide of the Azerbaijani authorities.
The process of creating a
demilitarized security zone around the borders of Armenia with Azerbaijan and
the removal of the Azerbaijani armed servicemen form the vicinity of the
villages and from the roads between the communities of Armenia should start
immediately.
The proposal of the Human
Rights Defender of Armenia has already been included in an international
instrument- in Resolution 2391 (2021) of September 27, 2021 of the
Parliamentary Assembly of the Council of Europe (PACE).
The Human Rights Defender
will send relevant reports about this situation to international organizations,
to the State bodies of Armenia, and to civil society organizations.
