On
September 14, the Human Rights Defender of Armenia Mr. Arman Tatoyan, took part
in the first meeting of the Commissioners (Ombudsmen) for Children's Rights of
the CIS member states.
During the meeting, the importance of creating
a unified platform for international dialogue on the protection of children's
rights to solve systemic problems was discussed.
During
the meeting, Mr. Arman Tatoyan presented the competence of the Human Rights
Defender of Armenia and the work being done in the field of protection of
children's rights, noting that the institution has an international
"A" status and that the Office is a full member of the European
Network of Ombudspersons for Children, which, in turn, gives an opportunity to
participate in the management of the organization and the work of the governing
bodies.
"Creating
an inclusive society is a priority for all of us because a child should grow up
in an environment where their abilities can be discovered,
abilities-appreciated and growth -fostered, regardless of having a disability
or other special needs," said the Human Rights Defender of Armenia.
The
Defender referred to the existing challenges in the field of the protection of
children's rights, drawing special attention to the importance of exercising
the right of a child to live and be brought up in a family, noting that in case
of impossibility to organize the care of the child in their biological family,
the state should take immediate measures to organize the care of the child in a
family-oriented, community-based environment by providing them with alternative
care (guardianship, custody, adoption).
The
Human Rights Defender Mr. Arman Tatoyan thanked the Commissioner for Children's
Rights adjunct to the President of Russia Ms. Anna Kuznetsova for effective
cooperation. The Defender also stressed the importance of the effective
cooperation with the High Commissioner for Human Rights in the Russian
Federation Ms. Tatiana Moskalkova, as well as with the Russian Embassy in the
Republic of Armenia.
The
importance of the cooperation between experts in the field of protection of
children’s rights among the member states was discussed during the meeting.
Particular attention was paid to the simplified procedure for the exchange of
information on the protection of children's rights between the CIS member
states.
