The
European Network of National Human Rights Institutions (ENNHRI) has published
an article which considers the joint experience of the Human Rights Defender of
Armenia and the Georgian Public Defender in monitoring state border crossings a
best practice in Europe. This was the first attempt between Armenia and
Georgia.
ENNHRI
aims to protect and promote human rights in Europe. 40 EU and CoE National
Human Rights Institutions are members of the organization. The network serves
as an effective platform for the exchange of experience, and a platform of support
of members for common issues
The
publication provides information on the competence of the two institutions in
the field of protection of the rights of migrants, asylum seekers and persons
in need of international protection. The principles of cooperation and joint
work in terms of monitoring at state border crossing points are also discussed
ENNHRI
as a positive example, underlines the role of the UN High Commissioner for
Refugees in the two countries in terms of the mentioned cooperation. The institution
Human Rights Defender has a stable and effective cooperation with the
above-mentioned structures. It aims, among other things, to provide mechanisms
for the effective protection of the rights of asylum seekers and refugees, as
well as displaced persons and migrants, through the exchange of experience and
information.
The
article refers to the trainings border guards and other officials by the
offices of the Human Rights Defender of Armenia and the Public Defender of Georgia
and partner organizations.
The
Human Rights Defender has always emphasized the important role of Border Guard
Troops in protecting human rights. It is noteworthy that the regular
development of their capacities is necessary, first and foremost, in terms of
ensuring the rights of persons in need of international protection.
