Today, in a written letter
addressed to the Acting Prime Minister of Armenia, I raised the issue of
submitting an urgent interstate complaint to the European Court in relation the
immediate removal of the Azerbaijani armed forces from the vicinity of the villages
of Armenia, and the creation of a security zone.
I mentioned in the letter,
that the Human Rights Defender will provide the Government with the collected
evidence proving the violations of the European Convention, and substantiate
the urgent need for a security zone.
In particular, I have already
mentioned in several previous statements that the presence of Azerbaijani armed
servicemen in the vicinity of the villages of Gegharkunik and Syunik, and their
presence on the between the communities of Syunik violates at least the
following rights guaranteed by the European Convention on Human Rights:
1) The right to life, Article
2 of the Convention;
2) the right to liberty and
security, Article 5 of the Convention;
3) the right to respect for
private and family life, Article 8 of the Convention;
4) the right to property,
Article 1 of Protocol No.1;
5) freedom of movement,
Article 2 of Protocol No.4, etc.
The same applies to
Azerbaijani flags, signs, and any equipment or machinery belonging to their
armed forces.
