On June 15, Mr. Armen Mashinyan and Mr. Artyom
Sedrakyan, Heads of the two Departments of the Office of Human Rights Defender,
received a delegation led by the Head of the OSCE / ODIHR Election Observation
Mission, Mr. Eoghan Murphy.
The Head of the Department General for Human Rights
Protection in the Criminal Justice and Armed Forces of the Office of the Human
Rights Defender, Mr. Artyom Sedrakyan, presented the activities of the working
group set up to monitor the elections, which in the pre and post-election
stages, as well as on the voting day, will operate in emergency mode.
Mr. Artyom Sedrakyan noted the concerns over
the hate speech, insults and swearing directed to each other by the political
parties and their supporters. He noted that the Human Rights Defender’s
monitoring shows that such speeches are disseminated on social networks and among
supporters, which increases the tension and contains the risk of its moving on
into real life.
Mr. Armen Mashinyan, Head of Department for
Protection of Civil, Socio-Economic and Cultural Rights Protection of the
Office of the Human Rights Defender, presented the data recorded as a result of
the monitoring, including those related to the distribution of electoral
bribes, abuse of administrative means, dismissal on the grounds of supporting
this or that political force, misplacement of posters, etc. Complaints or alarming
calls addressed to the Human Rights Defender related to voting rights were also
discussed.
The Office of the Human Rights Defender
emphasized the importance of impartial election observation by the OSCE /
ODIHR.
During the meeting the parties expressed
readiness to cooperate in order to guarantee human rights during elections.
