In
crisis situations, the public communication or policy of the state should be
such that it takes an initiative in the field of information right from the
beginning. The Human Rights Defender mentioned this during a high-level
international event on "Information, communication, and health literacy in
times of COVID-19", organized by the Council of Europe and the Moscow
State Institute of International Relations (Russian: МГИМО).
According
to the Defender, when the state remains passive in such situations, an
information vacuum starts to arise, which is then filled with misinformation or
false information, which, in turn, is later used against the state.
The
Human Rights Defender emphasized the need for building mutual trust between the
state and the citizens, creating a legally aware society, and ensuring
information communication.
The event
was attended by the High Commissioner for Human Rights in the Russian
Federation, representatives of the highest bodies of the executive and
judiciary of Russia and diplomats, high-ranking officials of the Council of
Europe, members of the European Court of Human Rights (ECtHR) and
representatives of international organizations.
