Taking into consideration the
best practice of the Human Rights Defender of Armenia in the conditions of
COVID-19 pandemic, Mr. Arman Tatoyan delivered a speech on May 17, during a high-level
event in Moscow presenting the peculiarities of working in the conditions of
COVID-19 pademic.
The high-level international
event entitled “Implementation of the Constitutional and International Human
Rights Guarantees in Russian Law and Practice” was organized by the Council of
Europe and the Moscow State Institute of International Relations (MGIMO).
Firstly,
the Defender referred to the effective joint work and joint projects with the
CoE Directorate General for Human Rights and Rule of Law: human rights in the
armed forces, human rights in the field of bioethics, implementation of the European
Court of Human Rights (ECtHR) judgments, etc. For example, in the project in
the field of bioethics is aimed at the protection of the rights of the
patients, awareness-raising and is implemented with the CoE.
With a
speech titled " Covid-19
pandemic: Information, communication and health literacy", Mr. Arman
Tatoyan spoke in detail about the peculiarities of the Defender's activities
during the state of emergency due to the new Coronavirus (COVID-19) pandemic,
as well as the challenges in the protection of human rights. The Defender
emphasized that during the COVID-19 pandemic, effective discussions and
cooperation took place with the High Commissioner for Human Rights in the
Russian Federation for the purpose of effective protection of human rights and
exchange of experience. A separate field of work is the regular discussions on
the protection of the rights of Armenians living in the Russian Federation as
well as the joint reception of citizens.
During the conference, issues related to the
application of the Convention for the protection of Human Rights and
Fundamental Freedoms (ECHR), filing an application to the ECtHR and its case - law,
as well the Human Rights Education for Legal Professionals program, the
exchange of information during the COVID-19 pandemic, and issues related
to communication and health literacy were discussed.
During their speech, the Human Rights Defender
Mr. Arman Tatoyan presented the cooperation of the National Human Rights
institution of Armenia with the Council of Europe, and its participation in the
implementation of the judgments of the European Court of Human Rights as an
example of international best practice. The Defender mentioned that the Institution of
the Human Right Defender of Armenia has been involved as a third party in
the cases related to Armenia before the European Court of Human Rights; the
experience of the cooperation of the Defender with state bodies and their
colleagues in civil society in the implementation of the judgments of the
European Court.
The event was attended by the High
Commissioner for Human Rights in the Russian Federation, representatives of the
highest bodies of the executive and judicial authorities of the Russian
Federation, senior officials of the Council of Europe, members of the
European Court of Human Rights, and representatives from international
organizations.
