Today,
a meeting of the Advisory Council on the Prevention of Torture adjunct to the
Human Rights Defender took place at the Office of the Human Rights Defender. In
addition to the Council members, the meeting was attended by experts from the
National Preventive Mechanism, representatives of civil society organizations,
as well as members of the Chamber of Advocates.
Current issues related to the provision of
human rights in places of deprivation of liberty, which have been raised by the
complaints and alarming-calls received by the Office of the Defender, and during
the monitoring visits carried out during 2020, were discussed.
In particular, issues related to the ensuring of
the rights of persons deprived of their liberty in the Republic of Armenia, the
organizing preventive measures aimed at stopping the spread of new coronavirus
(COVID-19) infection in closed institutions, the ensuring of the rights of
incapacitated persons, were discussed, as well as issues concerning the
application of administrative penalties and encouragement measures in
penitentiary institutions. The steps and approaches taken by the Human Rights
Defender to address these systemic issues were presented.
During the session, a specific reference was
made to the issues raised by the members of the Advisory Council on the
Prevention of Torture adjunct to the Defender and the representatives of
non-governmental organizations, and the possible methods to solve them were
jointly discussed.
In the effort for the guaranteeing
of the rights of persons deprived of their liberty, the Human Rights Defender highlights
the effective cooperation not only with the civil society, but also with
competent state bodies and organizations.
