The staff of the Republic of Armenia (RA) Human Rights Defender
has received alerts that snipers are clearly visible from the windows of the
National Assembly of RA stationed in the direction of the assembly taking place
on Baghramyan Avenue. Similar public concerns have been reported. The
Ombudsman's staff is conducting monitoring both through media as well as by
physically being on the ground (at the gathering place) where children and the
elderly are also present.
The open display of firearms from the windows of the RA National
Assembly building, including the demonstrative presence of snipers in military
uniform, is an inappropriate means and use of security measures by the state at
the peaceful assembly at this time and in the current situation on Baghramyan
Avenue.
The state can take security measures, but in each case they must
take into account the specific situation; the measures undertaken and/or
utilized must not produce the prevention of participation in the peaceful
assembly or disturbance to people.
