The
Human Rights Defender’s Office finalized the package of legislative drafts,
proposing to exempt the sale of all types of books, as well as the import of
raw materials for printing books from value-added tax (VAT) and sent it to the
National Assembly and the Government.
Under
current regulations VAT exemption benefits are envisaged for school books,
music books, drawing books, children's and school literature, but not for
literary and artistic, socio-political or other printed or electronic books.
The
proposed amendment will significantly promote the book printing volume and will
reduce the price of printed or electronic books. The study of international
experience by the Unit for Protection of Rights in the Field of Business of the
Human Rights Defender’s Office also served as a basis for such an amendment.
In
particular, the drafts, their justifications and summaries were sent to the National
Assembly and the Government for proceeding in line with the established
procedure.
