At the instruction of the Human Rights Defender, the representatives
of the Defender made an unannounced visit to Armavir Penitentiary Institution
on September 23, to guarantee the rights of the persons on hunger strike.
The representatives of the Defender conducted private
interviews with those on hunger strike, including Mr. Tigran Badalyan, who has
been on hunger and water strike since August 25. At the time of the visit, his
lips were sewn, and on September 23, he self-injured himself by nailing his
feet to the wooden section of the bed. During the visit, it became apparent that
he had also refused medical assistance since September 13.
During the private interview, T. Badalyan informed that the
extreme measures were due to the groundless charges brought against him in the
criminal case pending before the court.
In this regard, the mandate of the Human Rights Defender was
clarified, including the prohibition of interference in the court proceedings, his
medical records were examined.
On September 24, additional information was provided to
the Defender's Office that T. Badalyan was transferred to a civil hospital due
to nailing his feet to the bed in the morning, to receive the necessary medical
assistance.
The representatives of the Defender also held private interviews
with the other two persons deprived of liberty who were also on hunger strike,
and examined their medical records.
The results of the visit will be summarized and the necessary
measures with regard to the issues raised will be undertaken within the Human
Rights Defender’s competence.
