Yesterday,
at around 6:30 pm, the hotline of the Human Rights Defender's Office received a
call that a convict had been beaten by penitentiary officers in the disciplinary
cell of the RA Ministry of Justice "Nubarashen" penitentiary institution
in the morning of August 23.
Immediately
after that, another call was received on the same issue stating that the
penitentiary officers were wearing masks and conducting a search of the cell.
Based on
the call, a rapid response visit was made to Nubarashen penitentiary
institution. During the visit, it was revealed that 3 convicts were in the disciplinary
cell at the time of the incident described via the call.
Private
interviews were held with all of them. During a private interview, one of the convicts
submitted a written application to the Human Rights Defender regarding the
incident.
Necessary
examinations were also conducted during the rapid response visit.
The visit
ended at around 9:30 pm, and the results were summarized in the Human Rights
Defender's Office.
During
the visit, information was recorded that is subject to verification within the
framework of the procedure provided by the Criminal Procedure Code․
Based on the results of the rapid
response visit and the application addressed to the Human Rights Defender, a
relevant letter will be sent to the Prosecutor General's Office tomorrow
morning, including in connection with verifying the information recorded by the
Defender's Office within criminal proceedings.
Another letter will be sent to the
Ministry of Justice.
