During the State of Emergency declared
due to the novel coronavirus (COVID-19) pandemic, the Human Rights Defender
works in 24/7 regime. These days, the number of complaints and inquiries
addressed to the Defender is significantly higher than in ordinary
circumstances.
In particular, from March 16 to June 25,
the Human Rights Defender received 2249 complaints
with regard to the issues concerning the State of Emergency. The citizens were
provided with legal consultation with respect to 1720 cases.
The addressed complaints primarily
relate to the following:
1. 794
complaints concerned the issues of providing social support based on the
programs addressing the social impact of COVID-19 (including difficulties while
using the system, the failure to enter data for benefiting from the programs,
etc.).
2. 231 complaints related to entering or
leaving Armenia,
3. 114 complaints were received with
regard to the impossibility of making payments for electricity, water, gas,
communications and telecommunications due to financial condition, including the
issue of restoration of interrupted supplies,
4. 78
complaints referred to issues caused due to isolation or self-isolation,
5. 57
complaints concerned the delays in providing pensions to pensioners due to the
contradiction between the address of a person’s registration and the actual
residence address,
6. 29
complaints were raised within the framework of the prevention of the novel
coronavirus (COVID-19) pandemic in the places of deprivation of liberty, that concern
the improper organization of medical services with regard to the health issues
of persons deprived of liberty, the early release, changing the type of a
correctional institution, change or cancellation of detention as a restraint
measure.

vacation, etc.
The Human Rights Defender also carries
out activities for the improvement of legal acts.
The Human Rights Defender is in
constant contact with the RA Commandant and the Defender’s Office is
effectively cooperating with the Commandant’s Office.
