1. Insult and hatred against a person,
by targeting private and family life, have reached an extremely dangerous stage
in our country. Using children for such illegal purposes is absolutely
unacceptable.
It further intensifies the tension
leads to dangerous consequences and multiplies insult.
The dangerous practice of insulting and
violating one’s dignity should be eliminated and completely eradicated.
2. Hate speech generated against the
judge of the Criminal Court of Appeal Mr. Arsen Nikoghosyan and his children,
by targeting his private and family life and using highly personal information
is extremely concerning.
3. The monitoring of social networks by
the Human Rights Defender's Office recorded a high number of insult and threats
against the judge’s family, particularly children and spouse, as well as
against the judge himself.
This is a matter of grave concern and
has a devastating impact on the justice system of our country, reaching a
dangerous level.
We should realize that by these acts we
are endangering the foundations of the judicial system. This is a path towards
destroying the institutional trust in courts.
All this derives from the concept that
courts are independent, as well as designated to ensure the legal security and
stability of the legal system in our country.
All the processes should take place and
be resolved only through legal means.
4. I
would like to particularly highlight that the requirements for public office
holders are more stringent as they are endowed with a clear legal mandate and
are limited by that mandate. Every derogation may bring legal liability. They
should restrain from and exclude any statement generating insult, hatred and
tension.
Furthermore, these requirements are
always in force: the unlawful actions of public office holders cannot be
justified by non-working hours or days. The public always perceives them in
their capacity as an official.
It is absolutely unacceptable when the
President of the Public Council of the country publishes a post with a child’s
photo and makes the child a target of hatred. It is even more concerning that
the comments generating insult and hatred under the post are not removed.
5. This
vicious act is yet another example that shows the need for caution while
posting photos of children on social media or the need to refrain from this
temptation.
One should always remember that by such
acts children may easily become a target of such dangerous phenomena.
