The Human Rights Defender
of Armenia establishes an expert council on the protection of rights of people
with disabilities adjunct to the Defender.
The Council aims at
promoting respect for the dignity of persons with disabilities, ensuring full
and equal access to human rights and freedoms, independently living opportunity,
participate in decision-making, etc.
The main objectives of
the Council are ensuring the involvement of civil society representatives in
the field of rights protection of people with disabilities, identifying
systemic issues and proposing solutions to them, conducting research, analysis
on the effectiveness of protection of those rights, etc.
Issues with regard to the
Council's concept, functions, and involvement of civil society in its activities
have previously been discussed with the Defender, NGOs of the field and
independent experts.
According to the RA Constitutional Law on the
Human Rights Defender, the Defender has a mandate of conducting monitoring of
the implementation of the provisions of the UN Convention on the Rights of
Persons with Disabilities, as well as preventing and protecting the rights of
people with disabilities.
In 2019
a Unit for Protection of Rights of Persons with Disabilities is established at
the Human Rights Defender’s Office. The Unit ensures the protection of rights
and freedoms of persons with disabilities violated by the state and local
self-governing bodies, will conduct unannounced visits, as well as the
monitoring of implementation of the provisions of the UN Convention on the
Rights of Persons with Disabilities (CRPD).
