On
January 17 during a round table discussion organized by the Human Rights
Defender’s Office, the Human Rights Defender Arman Tatoyan presented the Legal
standards of the Human Rights Defender as the National Preventive Mechanism in
Armenian and in English.
During
the event, the Human Rights Defender of Armenia Mr. Arman Tatoyan, Head of the
EU Delegation to Armenia, Ambassador H.E. Ms. Andrea Wiktorin, UN Resident
Coordinator in Armenia Mr. Shombi Sharp, UNDP Deputy Resident Representative,
UNDP Officer-In –Charge Ms. Mihaela Stojkoska made opening remarks.
“The
published legal standards are the Human Rights Defender’s jurisprudence and the
principles that we are guided by while recording human rights violations in
places of deprivation of liberty. The legal standards are prepared by the
special principle, based on the results of the work of the European Court of
Human Rights, the Committee for the Prevention of Torture, other international
organizations and the Office of the Human Rights Defender. It should be
highlighted that the Human Rights Defender's reports and documents are also
legal sources and these documents are useful not only to citizens but also to
judges, prosecutors and investigators”, said the Human Rights Defender.
During
the event, the representatives of the Department for Prevention of Torture and
Ill-Treatment of the Human Rights Defender’s Office presented the urgent need
to develop complex suicide prevention mechanisms in places of deprivation of
liberty, as well as issues with regard to medical care and service issues in
places of deprivation of liberty.
The Human
Rights Defender’s legal standards are planned to be an educational material in
universities and during training courses on the protection of the rights of
persons deprived of their liberty organized for law enforcement officers and
civil servants.
The legal
standards of the Human Rights Defender are published with the support of the
European Union funded “Promotion and Protection of Human Rights in Armenia”
Project, implemented by UNDP, UNFPA and UNICEF.
