A workshop was organized at the Human Rights Defender’s Office on
Monitoring of Detention of Asylum-Seekers, Refugees and Stateless Persons.
The workshop was organized in the framework of the project
implemented with support of UNHCR Armenia. During the workshop the relevant
state bodies and international and civil society organizations presented their
experience.
Adviser to the Human Rights Defender Sergey Ghazinyan presented
the work carried out by the Defender in the field of ensuring rights of
asylum-seekers, refugees and stateless persons deprived of liberty.
“One of the state positive obligations in closed
institutions is to observe the peculiarities of asylum-seekers, refugees and
stateless persons on the grounds of religion, ethnicity and so on. For example,
in this context, state should ensure their right to receive special food,
access to religious literature in the language they understand and other
rights.”, said the Adviser to the Human Rights Defender.
Head of the Department for Prevention of Torture and Ill Treatment
of the Human Rights Defender’s Office Gohar Simonyan presented the methodology
of the Defender’s Office for monitoring places of deprivation of liberty
During the workshop the experts of the Council of Europe and
International Committee of the Red Cross presented international practice on
monitoring methodology for ensuring the rights of persons deprived of their
liberty, on reporting the issues and advocating their solution. The
peculiarities of work with vulnerable groups was also discussed.
