The subdivision exercising the Human Rights Defender’s functions as national preventive mechanism and NPM experts prepared detailed analyses about the results of the monitoring visit to Goris penitentiary institution of the Ministry of Justice.
The following issues have been recorded:
• The number of penitentiary officers and person deprived of liberty is disproportionate;
• Detention conditions are extremely insufficient, there are issues with bathing, renovation and proper cleaning activities are needed;
• The toilets of the disciplinary cells are not separated with walls from the living space;
• The penitentiary institution is not accommodated for persons deprived of liberty with mobility impairments;
• The quality and quantity of food provided to persons deprived of liberty are not properly ensured;
• There are issues pertaining to healthcare (for instance, medical confidentiality issues, etc.);
• It is necessary to increase incentives with regard to the contact with the outside world for people deprived of liberty;
• Periodic and comprehensive re-socialization and reintegration activities are lacking;
• The working conditions of the penitentiary officers are insufficient.
The Human Rights Defender submitted the mentioned document along with recommendations for solving the recorded issues to the RA Ministry of Justice and Penitentiary Service, expressing readiness to jointly discuss the issues and support to their solution.
Meanwhile, the Defender highlighted the importance of improving the working conditions of penitentiary officials in terms of human rights protection system.
