From 21 to 23 October 2019, the
Defender’s representatives made a three-day unannounced visit to two military
units under the supervision of army corps and military hospitals located in
Syunik and Vayots Dzor regions in order to properly examine the complaints addressed
to the Defender and to get acquainted with the state of servicemen’s rights protection.
During the visits, issues related
to medical assistance, discipline, food provision, as
well as other issues concerning military service were examined.
The Defender’s representatives
had private interviews with officers, warrant officers and soldiers, and get
acquainted with their concerns.
Issues related to the
replenishment of the hospital's medical staff, organization of medical
examination and treatment of servicemen, including the delay of scheduled
surgeries were discussed with the administration of the military hospital in
Sisian.
As a result, it was recorded that
the hospital is overloaded, which is also due to the construction work being
done at the Central Clinical Military Hospital of the Ministry of Defense.
The Defender’s representatives
had private interviews with the conscripts at the hospital.
Some of the raised issues were resolved
as a result of discussions with the commanders of the military units and the military
hospital. further cooperation issues were also discussed. Discussions were also
held on making the cooperation more effective.
The Defender’s Office is
summarizing the information recorded during the monitoring visits, as a result
of which official letters will be addressed to the Ministry of Defense.
