The
world marks 28 September as the “International Day for Universal Access to Information”.
The RA Constitution
guarantees the freedom of expression, which encompasses the right to hold
opinions, as well as the freedom to seek, receive and impart information and
ideas regardless of national frontiers, through any means of communication and
without interference from any authority.
The
accessibility of information means the availability of information for all of
us. It implies inclusive knowledge and an inclusive society.
Digital
environment is rapidly developing in the modern world. Digital technologies
have become an important source of information, replacing the traditional ones.
On the one hand, these advancements ensure a country’s development, make life
easier and access to information more efficient. On the other hand, they lead
to inequality.
Hence,
the state should ensure the accessibility of information for everyone in line
with the development of new technologies.
Information
should be accessible for every person with disability. Having disability should
not deny the person of the opportunity to access information with dignity and
on their own.
This day
is connected with the freedom of speech and press, the role of civil society
and, particularly, of youth, as well as the new generation’s involvement in
public life.
It is
the accessibility of information that ensures the civilian oversight over the
state.
