The department
exercising the Human Rights Defender’s functions as the National Preventive
Mechanism (NPM) and the experts of the NPM prepared an in-depth analytical summary
of the issues recorded as a result of monitoring visits to Mush and Artik
divisions and detention facilities of the RA Police Shirak Regional Department
and Talin division and detention facility of RA Police Aragatsotn Regional
Department.
The
following main issues were recorded:
· insufficient
cell conditions (insufficient natural light, lack of ventilation system, worn
bedding, lack of hygienic items, etc.);
·insufficient sanitary conditions and issues related to
disinfection activities;
·insufficient
furnishing of outdoor exercise yards;
· data in
medical records is filled improperly.
· for
instance, the date of medical examination is not recorded, person deprived of
liberty is examined not at the time of entering the detention facility but at a
later time, often after an hour or later (due to the late arrival of medical
staff).
· visits
of close relatives take place in rooms with glass partition or there are issues
related to oversight of visits;
· there is
a need for renovation, etc.
From the
perspective of country’s human rights system, the Defender stresses the importance
of continuous improvement of working conditions and social guarantees of the officers
of the detention facilities.
The
monitoring results along with recommendations for solution of the recorded
issues were presented to the RA Police, expressing readiness to jointly discuss
the raised issues and assist in their resolution.
