With the
special invitation of the French Government and the Council of Europe (CoE),
today, the Human Rights Defender, Arman Tatoyan made a speech today at the
Committee of Ministers’ meeting.
CoE
Committee of Ministers’ meeting was dedicated to National Human Rights
Institutions and Ombudsman activities in the modern world, to the challenges
and the ways of addressing them.
In his
speech Arman Tatoyan presented the activities and experience of the Human Rights
Defender of Armenia, working principles and methods.
The
Human Rights Defender presented the work with the civil society and government
bodies while preserving high degree of independence and a noticeable increase
in work efficiency. He also emphasized the strong institutional cooperation
with the Parliament.
For
instance, during the spring session of the National Assembly, the Parliament adopted,
and the President of Armenia signed a legislative package related to the
penitentiary system. The package was prepared by the Office of the Human Rights
Defender and later on was jointly developed with the Ministry of Justice and
the National Assembly’s Standing Committee on State and Legal Affairs. A
productive cooperation is established with the National Assembly’s Standing
Committee on Protection of Human Rights and Public Affairs and with the Office of
the Representative of the Armenia to the European Court of Human Rights.
“We
actively cooperate with international human rights organizations. Due to the impartial
work of the Human Rights Defender, its reports are considered an important
source to which the European Court of Human Rights makes references in the
judgments related to Armenia. The Human Rights Defender has been granted a
leave to intervene as a third party in a ECtHR pending case, which is an
exceptional practice. We successfully continue to present the Defender’s
special submission on the execution of the ECtHR judgments to the CoE Committee
of Ministers”, stated the Human Rights Defender of Armenia during his speech.
He also
informed that in the near future, special submissions will be prepared on the
execution of the ECtHR judgments related to Armenia in cooperation with the
civil society as well. Moreover, the Human Rights Defender, within his mandate,
continues contributing to the approximation of the country’s legal system to
the European Convention in his everyday work.
During
the discussion with participation of 47 countries diplomatic missions, heads of
international organizations and a number of national human rights institutions,
Mr. Jean-Marie Delarue, President of the French National Consultative Commission
on Human Rights, Ms. Emily Logan, Chair of the European Network of National Human
Rights Institutions, Mr. Jan Helgesen, Chair of the Scientific Council of the
Venice Commission also made speeches.
