Based on the complaints addressed to the Ombudsman, as well as the calls received by the hot line of the Defender's Staff, a visit was made to the Nubarashen penitentiary of the RA Ministry of Justice.
Particular interviews were held with persons deprived of their liberty, including the person who was on hunger strike, examined their conditions of detention, and medical records.
It was recorded that the hunger strike of a person who refuses to accept food since June 13, 2019 is conditioned by a criminal case at the trial stage. The detainee has been exposed to the negative consequences of his hunger strike on his health condition.
The person who went on hunger strike has raised health problems due to hunger strike, in particular, weight loss, blood pressure drop, vomiting and general weakness.
The health status of the person who went on hunger strike was discussed with the administration of the penitentiary and an appropriate note was sent to the Penitentiary Service of the Ministry of Justice of the Republic of Armenia.
The majority of complaints from other individuals concerned the review of the verdict, the medical care, and the penitentiary, according to the allocation of cells.
Some of the issues raised have been discussed with the administration of the penitentiary.
With regard to the issues raised by the persons deprived of their liberty within the competence of the Human Rights Defender, the necessary steps envisaged by law will be taken.
