By the assignment of the Human
Rights Defender, on December 1, 2016, the staff members with the civil society
representatives who are the members of the Torture Prevention Council adjunct
with the Human Rights Defender, carried out an unannounced monitoring visit to “Artik”
Penitentiary Institution. During the visit, the members of the group had
private interviews with convicted persons in the penitentiary institution, as
well as directly got acquainted with the detention conditions of the
penitentiary institution. During the visit, issues related to the medical care of
persons keeping in the penitentiary institution, as well as the possibilities
for the implementation of those persons' rights were examined.
A detailed study of relevant
documents has been conducted. Within the framework of the visit, a meeting was held
with the head staff of the penitentiary institution. Number of issues related
to the detention conditions was discussed.
Relevant inquiries are being
prepared by the RA Human Rights Defender on a number of registered issues.
