The representatives of the Department for the Prevention of Torture and Ill-Treatment of RA Human Rights Defenders Office, including the doctor, visited the Prisoner Hospital Penitentiary Institution of the RA Ministry of justice on October 26 and met with all detainees, including Hovhannes Harutyunyan, detained as a result of the Police Patrol-Guard Service Regiment case.
During the visit, as a result of examination of Hovhaness Harutyunyan’s medical records, it was recorded that he had been transferred to the “Erebuni” Medical Center on September 8 of 2016, where he was subjected to a regular medical examination.
H. Harutyunyan was discharged from the “Erebuni” medical center and transferred to Prisoner Hospital Penitentiary Institution on September 12 of 2016.
As provided by the discharge epicrisis, he was prescripted to immobilization through knee fixation for another 4 weeks.
As observed during the visit, Harutyunyan had a mild redness on his foot, there was no change in the shin color, and a swelling on the knee joint as well as on the upper part of the foot was observed.
H. Harutyunyan tried to lean on foot while walking; his foot movement was free and without any limitations.
During a private interview with Human Rights Defender’s representatives, Hovhannes Harutyunyan stated that another doctor had prescribed him to undergo one more surgical intervention.
However, H. Harutyunyan’s medical record did not contain such recommendation.
Therefore, Defender’s representatives contacted H. Harutyunyan’s lawyers and asked for the relevant documents. The Defender’s Office has not yet received any documentation regarding the necessity for surgery.
Taking the opportunity, we once again ask the lawyers of Harutyunyan to present the documents prescribing a surgery to H. Harutyunyan to the Department for the Prevention of Torture and Ill-Treatment for examining it together with other case materials and making a relevant decision.
Based on the information provided to the Human Rights Defender by the RA National Assembly Deputy Nikol Pashinyan, and to verify that information, a visit will be conducted to the Prisoner Hospital Penitentiary Institution on the early morning of November 5th.
