On 23 October 2016, by the Defender’s Instruction, the lawyer
and the medical doctor of the Department for Prevention of Torture and
Ill-Treatment visited the Prison Hospital penitentiary institution to meet Pavel
and Aram Manukyan, Sedrak Nazaryan, Tatul Tamrazyan, Armen Lambaryan, Ashot
Petrosyan, Hovhannes Harutyunyan.
Private interviews were held.
As a result of private interviews and individualized examination,
it was revealed that:
On 22 October 2016, Hovhannes Harutyunyan was subject
to X-ray examination, and a plaster bandage was placed.
According to H. Harutunyan’s, his health condition was improved
and he can freely move his right leg toes.
Moreover, he also moved his leg toes in the presence of the
medical doctor of the Defender’s Office.
The stitches put on the wounds of Ashot Petrosyan by the
“Erebuni” Medical Center specialist was dehiscence on the 22nd of
August 2016.
On 23 August 2016, Sedrak Nazaryan received a refrigerator,
television, electric fan and other required equipment.
At the end of the private interview, S. Nazaryan highlighted the
importance of the periodic visits of the Defender and his representatives’ to
the penitentiary institution.
Tatul Tamrazyan, Armen Lambaryan, Aram Manukyan, Ashot Petrosyan
and Sedrak Nazaryan did not complain about detention conditions, state of
medical care or quality of service.
It was recorded that on the 16th, 19th, and 22nd of August 2016,
the “Erebuni” Medical Center staff visited the above-mentioned detainees and
had done the necessary medical interventions including applying bandages.
The frequency of bandages is due to wound healing and medical
instruction.
It was also revealed that during the day (until 18:00), the
medical care for the above-mentioned detainees, including also Hovhaness
Harutunyan is provided by nurse. In the evening and at night, the medical care
is provided by the nurse on duty and the administration representative is
placed immediately right in front of H. Hartunyan’s hospital room.
The cleaning of the rooms is done by the sanitary cleaners, and
in the evening and at night by a convict involved in technical and economic
activities.
As it was mentioned in the yesterday’s press release, a
procedure for discussing the issue has been initiated on 23rd of
August 2016.
Based on the individual approach to each of the detainees, the
relevant authorities were requested to provide written clarifications.
Other separate concerns related to detention conditions were
responded on the spot or were included in the official correspondence.
All the efforts will be made by the
Human Rights Defender based to ensure, protecting and guaranteeing the human
rights.
