There are issues with regard to children's care and protection institutions: in some places adults under 30 live together with the children. Arman Tatoyan mentioned this during today’s Cabinet meeting, emphasizing that the Human Rights Defender, as an independent monitoring body of the implementation of the UN Convention on the Rights of the Child, attaches special attention to the issues related to children’s rights.
At this moment 7 adults (between the ages of 20-26) live together (with overnight stay) with the children in Kapan Special Educational Complex N 3.
This issue is comprehensively presented in 2017 Annual Report of the Human Rights Defender published last year and disseminated among National Assembly, Government and media.
The credible data discussed during the Cabinet meeting is also presented in the mentioned report. As stated in the Annual Report, the monitoring carried out in Kapan Special Educational Complex N 3 in 2017 showed that 15 persons between the ages 20-30 who are in need of special care live at the Complex. They were transferred from the Nubarashen Special School with the permission of the Ministry of Education and Science and the Regional Administration. After the Defender raised the issue, 8 of them were transferred to the “Dzorak” Mental Healthcare Center.
This issue is also recorded in a number of other institutions (Orphanage named after Marie Izmirlian, Kharberd specialized orphanage, Vanadzor orphanage, etc.).
The RA Human Rights Defender not only records the issues, but also presents them to relevant bodies and contributes to their solution through presenting concrete recommendations.
