The representatives of the Human Rights Defender's Torture and Ill-Treatment Prevention Department have made an unannounced visit to Hrazdan penitentiary institution of the RA Ministry of Justice.
During the visit, private talks were held with persons, deprived of their liberty; their detention conditions, the state of human rights protection, its compliance with the requirements as well as documents related to them were checked.
The issues, identified at the penitentiary institution, are related to:
- the replenishment of the medical service department;
- medical waste disposal;
- the recording of external examinations, of their course and results;
- the insufficient number of staff members and positions at the penitentiary institution,
- inadequate working conditions for the penitentiary staff,
- isolation of persons deprived of liberty and lack of targeted activities and projects during their isolation,
- employment, such as the availability of educational and professional development programs.
The issues raised during the visit were discussed with the penitentiary staff. They will be summarized, and will be presented to the relevant state body with the recommendations for their solution.
During the monitoring, the representatives of the National Preventive Mechanism did not encounter any obstacle.
The steps, taken to solve the raised issues, will be in the center of the Defender’s attention.
