On
March 12, Mr. Tigran Manukyan, the representative of the Public Council on the
Protection of Children’s and Youth Rights adjunct to the Human Rights Defender
of the Republic of Armenia, delivered his first speech at the High-level
Conference for National Human Rights and Ombuds Institutions organized by the
Council of Europe in Strasbourg.
At
the conference held in Strasbourg, he participated as part of the delegation led
by the Human Rights Defender, Ms. Anahit Manasyan, as a young representative of
the Human Rights Defender of the Republic of Armenia.
This
participation is an important step toward making the voices of children and
youth heard and ensuring their involvement in decision-making processes.
The
session entitled “Youth Involvement” was moderated by Dr. Tobias Flessenkemper,
Head of the Youth Department, DGII, Council of Europe.
The
discussion also included the participation of Ms. Claire Hédon, Defender of
rights of France, Mr. Liam Herrick, Chief Commissioner of the Irish Human
Rights and Equality Commission (IHREC) and Mr. Maurizio Cuttin,
Vice-Chairperson of the Advisory Council on Youth, Council of Europe.
In
his speech, Mr. Tigran Manukyan noted that particularly in recent years the Human
Rights Defender’s Office of the Republic of Armenia has consistently developed
the activities of the Council, ensuring that the voices of children and youth
are heard not only at the national but also on international platforms, as well
as their full participation in high-level international discussions. It was
also emphasized that one of the important achievements of the Council’s
activities was its participation in the pre-session of the UN Committee on the
Rights of the Child (CRC) in 2024, under the leadership of the Human Rights
Defender of the Republic of Armenia, Ms. Anahit Manasyan, where the members
raised issues of concern to them and presented an alternative report regarding
the State’s implementation of its international obligations.
The
mission and main objectives of the Public Council on the Protection of
Children’s and Youth Rights adjunct to the Human Rights Defender are to promote
children's participation in the process of raising challenges and issues
related to children's rights, as well as in presenting recommendations aimed at
solving these issues, including through ensuring children’s participation in
dialogue with representatives of state bodies of the Republic of Armenia and
international organizations.
As a
result of these processes, children and youth not only express their positions
but also become directly involved in decision-making processes, presenting
Armenia’s experience to international partners.
