On December 17, a meeting was held between
representatives of the Human Rights Defender’s Office of the Republic of
Armenia and the Penitentiary Service of the Ministry of Justice, to discuss the
issues recorded as a result of the monitoring conducted by the National
Preventive Mechanism of the Human Rights Defender's Office in September and
October 2025 at the "Armavir" Penitentiary Institution.
The meeting was attended by Ms. Laura Gasparyan, Head of
the Department for the Prevention of Torture and Ill-Treatment and Coordinator
of the Implementation of the National Preventive Mechanism of the Human Rights
Defender’s Office, Mr. Hovhannes Ghukasyan, Deputy Head of the same Department,
Ms. Tsovinar Tadevosyan, Head of the Penitentiary Service, Mr. Garik Tsaturyan,
Head of the “Armavir” Penitentiary Institution, as well as other
representatives of the central body.
During the meeting, all the problems recorded by the
National Preventive Mechanism were referred.
The Penitentiary Service presented the issues that have
already been resolved as a result of internal discussions, as well as outlined
the circumstances leading to the emergence of a number of challenges, and
presented possible options for their solution. At the same time, the most
effective and practical ways to improve certain processes implemented in the
institution were jointly discussed.
Ms. Tsovinar Tadevosyan once again emphasized the
importance of direct and continuous discussions from the perspective of
comprehensive consideration of problems and formation of joint solutions.
In turn, Ms. Laura Gasparyan, on behalf of the Human
Rights Defender’s Office, expressed readiness to continue the already
well-established format of direct discussions, with the aim of ensuring more
prompt and optimal solutions to the identified issues.
