On December 17, the Human Rights Defender of the Republic
of Armenia, Ms. Anahit Manasyan, paid a visit to the “Nubarashen” Penitentiary
Institution of the Ministry of Justice.
Accompanied by the Head of the Penitentiary Institution
Mr. Vahan Nasoyan and representatives of the Human Rights Defender, Ms. Anahit
Manasyan inspected the premises of the penitentiary institution, examined the
conditions of detention of persons deprived of their liberty. The Defender also
visited the detention cells, spoke with persons deprived of their liberty,
received the issues and concerns raised by them. Upon the instructions of the
Human Rights Defender, representatives of the Human Rights Defender also
conducted confidential interviews with persons deprived of their liberty, and
recorded the concerns raised by them.
During the visit, the Defender was briefed on the issues
identified at the institution, as well as on the measures currently being
undertaken to address them.
Human Rights Defender Ms. Anahit Manasyan reiterates that
the building conditions of the “Nubarashen” penitentiary institution do
not comply with applicable international
standards in the field, and that there is a need either to allocate or
construct a new penitentiary building. While discussions on this matter are
currently being conducted by the state, the Defender emphasizes that the issue
requires prompt resolution. This is essential both for the effective protection
of the rights of persons deprived of their liberty and for ensuring appropriate
working conditions for penitentiary staff.
Issues related to the protection and safeguarding of
rights in places of deprivation of liberty remain under the constant and direct
attention of the Human Rights Defender. The identified problems are
consistently brought to public attention, reflected in the Human Rights
Defender’s reports, and raised with the competent state authorities,
accompanied by demands for prompt and comprehensive solutions.
