The Human Rights Defender’s Office examined the complaints addressed to the Defender, opinions of specialists, media publications, as well as public clarifications of the Ministry of Healthcare.
The Human Rights Defender clearly realizes the importance of writing out medicines, providing legal regulations on their circulations and effective control mechanisms aimed at protecting public health.
However, it is obvious that there have not been sufficient awareness raising activities among the population. The concerns among specialists that medical system of the country is not ready for such a solution due to non-existence of necessary prerequisite still persists. The issue is mainly being solved in a non-systemic manner.
The Ministry especially has to clarify the specialists’ concerns that as a result of the current policy doctors will be unreasonably overloaded, which will have a direct effect on the quality of medical services provided to the population.
The Human Rights Defender already receives complaints that hospitals do not have sufficient prescriptions. According to the complaints, polyclinics do not accept the results of hospital examinations for writing out prescriptions, and require to undergo the same examinations at the policlinic.
Such working manner by the Ministry of Healthcare has resulted in confusion among the public and concerns – among specialists.
The Human Rights Defender’s Office has initiated discussion proceedings in relation to writing out medication on prescription.
Questions related to the specialists’ concerns, as well as requests for public awareness raising activities have been presented to the Ministry.
