On
July 30, the Human Rights Defender of the Republic of Armenia, Ms. Anahit
Manasyan visited the “National Center for Mental Health Protection” under the
Ministry of Health of the Republic of Armenia.
The
purpose was to get acquainted with the implementation of the rights of the
institution's patients, the building conditions, the services provided, as well
as the working conditions.
Ms.
Anahit Manasyan, accompanied by the Acting Director of the Center, Ms. Anna
Chilingaryan, the Director’s Advisor, Mr. Armen Hakobyan, and representatives
of the Human Rights Defender's Office, toured the departments, including those
that were recently renovated and commissioned.
The
physical restraint rooms in the departments, the means of restraint and the respective
procedures were thoroughly examined․ The Defender also discussed practical
issues related to the procedures for involuntary treatment, the use of coercive
measures of a medical nature (compulsory treatment).
The
Defender highlights the efforts and ongoing commitment of the state to carry
out renovation work in the psychiatric institution and improve the building
conditions.
At
the same time, some of the problems related to the poor building conditions
recorded during previous monitoring visits carried out within the framework of
the activities of the Human Rights Defender as a National Preventive Mechanism
still persist, in particular, some departments are in need of major renovation
and furnishing with necessary equipment. In this context, the Defender
particularly emphasizes the importance of maintaining the state's commitment
and continuous efforts.
The
Human Rights Defender also attaches importance to addressing issues related to
ensuring proper working conditions for employees of psychiatric institutions.
Issues
related to ensuring the right to health are always under the direct attention
of the Human Rights Defender.
