On
May 12, a workshop entitled “Field Mission in Crisis Situations” was organized
for the staff of the Human Rights Defender’s Office of the Republic of Armenia.
The
aim of the event was to guide the responses of the HRDO staff in crisis
situations from the perspective of human rights protection, as well as to
increase their effectiveness by establishing standard operating procedures.
The
opening remarks at the event were delivered by Mr. Vladimir Hovhannisyan, Head
of Department General for Protection of Civil, Socio-Economic and Cultural
Rights of the Human Rights Defender’s Office of the Republic of Armenia, and
Ms. Tamara Barbakadze, Project Manager of the “Strengthening Human Rights
Safeguards for the Displaced Population in Armenia” project.
In
his speech, Mr. Vladimir Hovhannisyan expressed gratitude for organizing the
event and referred to the problems related to the protection of Human Rights in
crisis situations in the Republic of Armenia, as they are multifaceted and
diverse, and emphasized the importance of this discussion for properly
organizing future work.
The
Operational Guidelines for Crisis Response of the Human Rights Defender’s
Office were presented by Council of Europe international experts Sasha Jankovic
and Massimo Moratti.
The
workshop was organized in cooperation with the Human Rights Defender’s Office
of the Republic of Armenia and the Council of Europe, within the framework of
the European Union and the Council of Europe's Cooperation Programmes
Division's "Strengthening Human Rights Safeguards for the Displaced
Population in Armenia" project.
Such
events aimed at developing the capacities of the HRDO staff are of an ongoing
nature.
