On the instruction of the Human Rights Defender of the
Republic of Armenia, Ms. Anahit Manasyan, a study has been launched in the HRDO
regarding the incident that took place in the staff of the head of the Nor Nork
administrative district.
On the instructions of the Defender, a rapid response
group left for Nor Nork Police Department to meet with Artur Chakhoyan and
other arrested persons. The Defender’s representatives also had a private
interviews with Artur Chakhoyan’s lawyers.
During the visit of the Defender’s representatives, it
was revealed that due to Artur Chakhoyan's deteriorated health condition, an
ambulance was called, and he was taken to a medical center.
The Human Rights Defender once again emphasizes that any
manifestation of violence is strictly unacceptable and condemnable. Each case
must be given a proper legal assessment, and the perpetrators must be held
accountable. The state has clear legal obligations in this regard.
At the same time, the Defender calls for refraining from
hate speech and behavior that incite hatred, intolerance or violence.
It should be noted that all similar cases are under the
direct attention of the Human Rights Defender, and necessary steps are being
taken within the scope of the Defender's mandate.
