On
March 27-28, the Human Rights Defender of the Republic of Armenia Ms. Anahit
Manasyan is in Strasbourg with a working visit to participate in a high-level
conference for Ombudsperson Institutions and National Human Rights Institutions
(NHRI).
The
visit was also attended by Ms. Zhanna Hakobyan, Head of Department for
Provision of Convention Mandates of the Human Rights Defender’s Office of the
Republic of Armenia.
As
part of the event, on March 27, Ms. Anahit Manasyan spoke as a panelist in a discussion
on “NHRI and Ombudspersons contribution to the implementation of the European
Convention on Human Rights - presentation of Rule 9 of the rules of the
Committee of Ministers for the supervision of the execution of judgments and
the Knowledge-Sharing platform”.
The
opening remarks were delivered by Ms. Claudia Monti, Ombudsman of the Grand
Duchy of Luxembourg, and Mr. Bjorn Berge, Deputy Secretary General of the
Council of Europe. As part of the event, Mr. Michael O’Flaherty, Council of
Europe Commissioner for Human Rights, Ms. Claire Bazy-Malaurie, President of
the Venice Commission of the Council of Europe, and Ms. Teresa Anjinho,
European Ombudsman (European Union), also delivered speeches.
In
her speech, the Defender expressed gratitude to the Council of Europe for the
effective cooperation with the Human Rights Defender’s Institution.
Ms.
Anahit Manasyan presented the current challenges in the field of human rights
protection worldwide, including in Armenia, the challenges facing ombudsman
institutions and the steps taken to overcome them.
The
Defender emphasized the key role of the ECHR in aligning Armenia’s domestic
legislation and practices with international standards.
“Our
institution carries out various activities aimed at strengthening human rights
standards in Armenia and the proper implementation of international mechanisms.
The Human Rights Defender’s Office actively contributes to the implementation
of the provisions of the ECHR and the execution of ECHR judgments in several
ways.
As a
member of the Inter-Departmental Commission established by the Government for
the execution of the ECHR judgements, I play an active role in discussions
related to the implementation of judgments and in raising concerns about their
improper implementation.
I
also address European standards enshrined in ECHR judgments in my annual report
and alternative reports. Many of my decisions on the violation of human rights
are based on ECHR standards and their analysis. In the framework of my numerous
public statements, I also refer to the ECHR standards related to rights.
This
concerns various areas, including the prohibition of ill-treatment, the
establishment of a proper health care system in penitentiary institutions,
overcoming existing problems in the context of the lawfulness of detention, the
realization of the right to freedom of assembly, prohibition of ill-treatment
in the armed forces and the proper realization of other rights.
In
this context, it is important to emphasize that the Human Rights Defender also
presents independent reports on the state of implementation of specific ECHR
judgments," stated Ms. Anahit Manasyan.
The
Defender emphasized the importance of cooperation with the Council of Europe,
adding that the Council of Europe plays a key role in developing the capacities
of the Human Rights Defender’s Office.
The
discussion concluded with a Q&A session, during which the Defender answered
questions from participants.
