On February 21, the representatives of the Human Rights
Defender’s Office participated in a working discussion at the Penitentiary
Service.
The meeting was organized to discuss the issues recorded
as a result of a two-day monitoring visit conducted by the Human Rights
Defender's representatives at the “Nubarashen” Penitentiary Institution in
October 2024.
The discussion was attended by Ms. Laura Gasparyan,
Coordinator of the National Preventive Mechanism Implementation and Head of the
Department for Prevention of Torture and Ill-Treatment of the Human Rights
Defender's Office, Ms. Tsovinar Tadevosyan, Head of the Penitentiary Service,
Mr. Sahak Grigoryan, First Deputy Head of the Penitentiary Service, Mr. Vahan
Nasoyan, Head of the "Nubarashen" Penitentiary Institution,
representatives of the Human Rights Defender's Office and the Central Body of
the Penitentiary Service.
During the meeting, the issues raised back in October
2024 were discussed. The Human Rights Defender’s representatives were presented
with some issues that have already been resolved, and ways to resolve the remaining
problems were discussed.
Participants reaffirmed their commitment to continuing
such discussions, emphasizing their effectiveness in ensuring a prompt response
to recorded problems and finding joint solutions.
The Human Rights Defender specifically emphasizes that
the state bears responsibility for ensuring the rights of persons deprived of
their liberty or otherwise under its jurisdiction.
The protection of human rights in places of deprivation
of liberty are constantly under the direct attention of the Human Rights
Defender.
