Monitoring by the Human Rights Defender's Office of
Armenia and the received reports indicate that, as of January 2025, three
deaths have been recorded in places of deprivation of liberty, including two
cases of suicide, according to the published information.
Human Rights Defender of Armenia, Anahit Manasyan,
considers the increase in deaths, suicides, and self-harm incidents in penitentiary
institutions to be deeply concerning and calls on the relevant authorities to
address the issue of their prevention.
The Human Rights Defender has requested clarifications
from the competent authorities regarding each case and has sent a letter to the
Investigative Committee concerning the effective investigation of these
matters.
Anahit Manasyan particularly emphasizes that the state
bears responsibility for ensuring the rights of persons deprived of liberty or
otherwise under the jurisdiction of the state.
The issues of the protection of the right to life and
health in places of deprivation of liberty are continuously under the direct
attention of the Human Rights Defender.
