3 is celebrated all over the world as the International Day of Persons with
Disabilities.
Taking
this opportunity, I would like to once again recall the State's obligation to
ensure favorable conditions for the exercise of civil, political, economic,
social and cultural rights and freedoms by persons with disabilities on an
equal basis with others, for the purpose of guaranteeing their equal
participation in public life, and their effective social inclusion.
The
results of the Human Rights Defender's monitoring demonstrate that there are
still numerous issues in the sphere of protection of the rights of persons with
disabilities. These issues are constantly under the direct attention of the
Human Rights Defender: they are regularly presented in reports, statements, and
are referred to during various international and local meetings; these issues
are also registered and addressed to the competent state bodies.
In
this context, it is imperative that the State, in its decisions and actions, be
guided by the principles of respecting the dignity of persons with
disabilities, ensuring development opportunities, their inclusion in public
life on equal terms with others, autonomy in the decision-making process, and accessibility.
I
would like to emphasize that guaranteeing the rights of persons with
disabilities is our collective responsibility.
