As
part of the high-level international conference titled “Ombuds/National Human
Rights Institutions in Turbulent Times: Resilience and Challenges,” held on
October 21-22 in celebration of the 20th anniversary of the Human Rights
Defender's Office, a panel discussion took place on the topic “Institutional
influence of Ombuds institutions / NHRIs on the human rights protection system:
the core principles of independence and impartiality.”
Speakers
for this discussion included Louise Holck, ENNHRI Chair, Executive Director of
the Danish Institute for Human Rights, Adél Metheson Mestád, member of the
Venice Commission (participating online); Priska Anna Babuin, Human Rights
Adviser at the OSCE Office for Democratic Institutions and Human Rights
(ODIHR), Alyson Kilpatrick, Chief Commissioner of the Northern Ireland Human
Rights Commission and Jasminka Džumhur, Ombudsperson for Human Rights of Bosnia
and Herzegovina and international expert of the Council of Europe.
The
panel was moderated by Lilit Daneghian, Deputy Head of the Division of
Cooperation Programmes on Justice and Human Rights, Council of Europe.
This
event is organised by the HRDO of Armenia in cooperation with the Council of
Europe, it is implemented by the CoE’s Division of Cooperation Programmes under
the project “Strengthening human rights safeguards for the displaced population
in Armenia” and by the European Union and Council of Europe joint programme
“Partnership for Good Governance”, co-funded by the European Union and the
Council of Europe, and implemented by the Council of Europe, in the framework
of the project “Promoting equality and non-discrimination in Armenia”.
