On
September 5, the Human Rights Defender Anahit Manasyan received the delegation
from the Council of Europe (CoE) Department for the Execution of the Judgments
of the European Court of Human Rights (ECHR), led by the head of the CoE
Directorate of Human Rights, Clare Ovey.
Representatives
of the ECHR Department of Execution of Judgements – Pavlo Pushkar and Tatiana
Cojocaru, Head of the Council of Europe Office in Armenia Maxime Longangué, the
Head of the Office of the Representative on International Legal Matters Liparit
Drmeyan, the representatives of the Office of the Representative on
International Legal Matters and the Human Rights Defender’s Office participated
in the meeting.
The
key topic for discussion was the issues related to the execution of judgements
of the European Court of Human Rights in relation to the Republic of Armenia.
Among
other issues, attention was given to cases of death in non-combat conditions
within the armed forces, instances of ill-treatment and the effectiveness of
investigations of these cases, manifestations of ill-treatment by the police,
the use of disproportionate force, the investigation of these cases, and the
investigation of hate crimes.
Anahit
Manasyan emphasized the importance of programmatic cooperation with the Council
of Europe, noting that the jointly implemented programs are of great
significance from the perspective of human rights protection.
“All
the issues related to the implementation of ECHR judgments that we will discuss
today are of primary importance for me. We regularly conduct work in this
direction and make public statements”,- said Anahit Manasyan.
The
Defender noted that the aforementioned issues were addressed in detail in the
annual report, along with the proposed solutions. Among other issues, the
Defender emphasized the importance of active steps by the competent authorities
towards implementing these recommendations.
In the
framework of the discussion, the issues related to the cooperation between the
Defender's Office and the CoE Directorate of Human Rights were touched upon,
especially organization of events aimed at developing the potential of the
Defender's Staff.
In
conclusion, both parties expressed their gratitude for the meeting and the
constructive discussion.
