On August 1, a lawyer Roman Yeritsyan submitted an alert to the hotline of the Human Rights Defender reporting that Police officers abused his brother, Aram Yeritsyan, and he was arrested and transferred to the Arabkir Police Department.
On the instructions of the Defender, the rapid response group went to the above mentioned department, and a private conversation was held with Aram Yeritsyan.
During the private conversation, the latter presented the details of what happened. Representatives of the Defender also recorded his injuries.
During the visit, it was recorded that an emergency medical group was also invited to assist Aram Yeritsyan.
The results of the visit were summarized, on the instructions of the Defender, the procedure for discussing this issue has been initiated. The Human Rights Defender considers the circumstances of the case to be the subject of investigation in accordance with the procedure established by the Code of Criminal Procedure, with which request she will apply to the competent state bodies.
Later, a call was received on the Defender's hotline informing that the Investigative Division of the Arabkir Administrative District of Yerevan was preventing access to the lawyer, in particular, a meeting between the lawyer and the arrested Aram Yeritsyan, and the issue of involvement in the proceedings has not been provided for a long time. The raised issue was discussed with the competent representative of the investigative body, as a result, the access of the lawyer to the investigation division was provided.
The Human Rights Defender emphasizes once again that unhindered professional activity of a lawyer is one of the most important prerequisites for a proper system of human rights protection, it is of key importance in the justice system and in ensuring the rule of law.
Clarifications from the competent state authority will also be required on this issue.
