The
problems related to the rights of asylum seekers are numerous, there are no
systemic solutions, and these problems are often not given the needed
attention. On June 17, the Defender Ms. Anahit Manasyan participated at the
panel discussion in the conference " Enhancing Refugee Protection and
Integration in Armenia: Challenges, Strategies and Co-operation”.
Emphasizing
the proper protection of the rights of asylum seekers and refugees, Ms.
Manasyan highlighted that she regularly conducts personal visits and gets
acquainted with the numerous existing problems.
“I have to register that for various reasons
there are many problems related to the rights of asylum seekers in the Republic
of Armenia, there are no systemic solutions to them, and these problems often
do not receive the required attention. There are problems related to the
provision of translations, insufficient accommodation conditions, etc.”
emphasized the Defender.
In
this context, Ms. Manasyan referred to
the issues of providing accommodation, accessibility for people with
disabilities, and issues related to the protection of the rights of the child.
Within
the framework of the discussion, the Defender specifically referred to the
issue of protecting the rights of forcibly displaced persons from
Nagorno-Karabakh. Ms. Manasyan emphasized that despite the activities which are
carried out by the state in this direction, it is important to have appropriate
expert support in the development of programs. It is also key to involve
forcibly displaced persons in the discussion process, and ensure that they are
heard.
The
purpose of the meeting was to discuss the legislative framework and policy
related to the protection of refugees in Armenia, the challenges in the field,
the problems related to the integration of refugees, and to promote cooperation
between the stakeholders.
The
panel discussion, which was attended by Mr. Maxim Longangue, the Head of the
Council of Europe Office in Yerevan, Lilit Danegyan, Deputy Head of the
Department of Cooperation Programs of the Office, representatives of competent
state bodies, as well as civil society, was organized by the Department of
Cooperation Programs of the Council of Europe within the framework of the program
"Enhancing Refugee Protection and Integration in Armenia: Challenges,
Strategies and Co-operation".
