On April 23 the Human Rights Defender Anahit Manasyan
received the delegation of the Council of Europe.
Tigran Karapetyan,
Head of Transversal Challenges and Multilateral Projects Task Force at
Council of Europe, Anastasia Salyuk, the Head of the Department of Transversal
Human Rights Response, Maxim Longange, Head of the CE Office in Yerevan, Armen
Grigoryan, Head of the "Fostering human rights in the armed forces in
Armenia" program, as well as the representatives of the Defender
participated in the meeting.
Welcoming the guests, Anahit Manasyan stated that she
attaches great importance to the cooperation of the Human Rights Defender's
Office with the Council of Europe. In this context, the important role of the
programs of the CoE in the development of human rights protection system in
Armenia was specially emphasized.
A number of issues related to the protection and
promotion of human rights in the armed forces were discussed.
"The protection of human rights and rights-based
ideas are of exceptional importance from the viewpoint of the armed forces.
Like any system, the armed forces can function properly and effectively based
solely on legitimate values. I would like to emphasize that human rights and
security do not contradict each other, but on the contrary, they complement
each other and make each other stronger," stated the Defender.
Anahit Manasyan highlighted the improvement of existing
mechanisms for the protection of the rights of servicemen with the support of
the Council of Ministers and the introduction of new methods, guaranteeing
equal service conditions for female servicemen as well.
Within the framework of the meeting, reference was made
to the "Human Rights in the Armed Forces" course under the HELP
(Human Rights Education for Legal Professionals) platform of the Council of
Europe, the programs implemented within the framework of cooperation between
the Council of Europe and the Office of the Human Rights Defender.
Anahit Manasyan highly appreciated the work aimed at the
protection and promotion of human rights in the armed forces, emphasizing in
this context the cooperation with the Ministry of Defense within the framework
of the CoE project.
At the end of the meeting, the parties highly appreciated
the level of long-term and effective cooperation between the Defender's Office
and the Council of Europe in the field of human rights protection and outlined
directions for expanding cooperation.
