On
April 13 and 14, the staff of the Human Rights Defender participated in a
two-day capacity building training for the Human Rights Defender's Office on
the Oviedo Convention.
The
aim of the course was to increase the capacity and skills of the Defender's
staff on human rights and ethical principles laid down in the Convention for
the Protection of Human Rights and Dignity of the Human Being with regard to
the Application of Biology and Medicine (Oviedo Convention).
The
Human Rights Defender Anahit Manasyan and the Head of the Council of Europe
Office in Yerevan Maxim Longange welcomed the participants.
In
her speech, Anahit Manasyan expressed her gratitude and highlighted the
organization of such courses aimed at the development of the abilities of the
staff, which contribute to the formation of a stronger system of human rights
protection.
Anahit
Manasyan emphasized the importance of the Oviedo Convention, noting that the
latter regulates the protection of human dignity and rights in the field of
biology and medicine, defining the basic and minimum requirements for ensuring
human rights in the field.
The
Defender reaffirmed her commitment to keep the issue of ratification of the
Oviedo Convention by Armenia in the center of attention, as well as to contribute
to the organization and implementation of the process of public awareness of
the rights provided by the Convention.
Within
the framework of the course, the professor of the philosophy of law of Lumsa
University, the international expert of the "Protection of Human Rights in
Biomedicine II" program, Fabio Macioce, and a lawyer, Registry of the
European Court of Human Rights, Boglarka Benko, presented to the Office of the
Defender the regulations provided by the Oviedo Convention, the work of the
Council of Europe in the field of human rights protection in the field of
biomedicine, also referred to the access to health services, reproductive age
restrictions, other rights and freedoms guaranteed by the Oviedo Convention.
The
two-day event was coordinated by Mikael Khachatryan, a.i. Director of the
Research, Expertise, and Educational Center of the RA Human Rights Defender's
Office and Mary Katvalyan, the Head of the "Human Rights in
Biomedicine" program of the Yerevan Office of the Council of Europe.
The
course was organized within the framework of the Council of Europe "Human
Rights in Biomedicine II" program, which is implemented in the context of
the Action Plan of the Council of Europe for Armenia 2023-2026.
