On April 11 and 12, the Human Rights Defender Anahit
Manasyan along with the representatives of her staff had meetings with
residents and administrative heads of Movses, Nerkin Karmiraghbyur, Berkaber,
Voskepar, Voskevan, Kirants settlements in Tavush region.
The latter expressed their concerns to the Defender that
the presence of the Azerbaijani military in the immediate vicinity of the
villages of RA will endanger their lives and safety, physical and mental
integrity, the right to education, they will be deprived of the opportunity to
engage in cattle breeding as a source of income for their families, as well as
to use the pastures. In addition, border residents presented a number of issues
related to threats to their property, education and other basic rights.
The Defender especially emphasizes that along with guaranteeing
the security of the state in all processes, the guarantee of respect for human
rights and the fundamental principle of supremacy of human rights should be
paramount.
The Defender Anahit Manasyan also had a meeting with
Governor of Tavush, Hayk Ghalumyan in Ijevan on April 12, a number of issues
related to the protection of the rights of border residents were discussed.
Within the framework of the visit to Tavush Region, the Defender visited a
military unit and discussed different issues related to the protection of the
rights of servicemen.
At the same time, in relation to the shootings at the
border settlements, the representatives of the Defender collected facts and
evidence confirming the violations in Movses and Nerkin Karmiraghbyur settlements
(photos are attached). Private interviews were held with the border residents,
including the owners of civil infrastructures damaged by Azerbaijani shootings.
The Defender emphasizes once again that the shootings of
the Azerbaijani armed forces in the immediate vicinity of the villages of RA
also have the purpose of terrorizing the civilian population, keeping them in a
constant state of stress and anxiety. These actions grossly violate the
principles of international law, represent a real threat to the right to life
and safety of citizens, to live in decent conditions, as well as other
fundamental rights.
Within the framework of the visit, the issues raised by
the border residents of Tavush region and the concerns presented to the
Defender, as well as the facts collected during the fact-finding activities,
will be summarized in the Office of the Human Rights Defender. They will be
presented to the competent state bodies of RA, as well as international
organizations and other actors.
The Office of the Human Rights Defender, including Tavush
regional department, continues monitoring and works in the border settlement.
