The
Human Rights Defender received a total of more than 12 thousand complaints
between January 1 and December 20, 2023.
In
more than 1,700 cases, the violated rights of persons were restored with the
support of the Defender. More than 300 visits were conducted.
In
particular:
·
about 40 visits to the border settlements of
RA, military units, military institutions and hospitals;
·
about 60 visits within the framework of the
National Prevention Mechanism Against Torture and Ill-Treatment: penitentiary
institutions, mental health centers, police departments of the Ministry of
Internal Affairs of RA, places of arrest and other closed institutions;
·
about 120 visits for the protection of
people's rights in the field of criminal justice, to various divisions of the
Police of the Ministry of Internal Affairs of RA, places of arrest,
investigative bodies, penitentiaries;
·
about 15 visits for the protection of human
rights in the field of protection of civil, socio-economic and cultural rights:
boarding house, child support center, orphanage, etc.;
·
about 30 monitoring visits within the
framework of ensuring convention mandates: orphanages, child care and
protection institutions, schools, kindergartens;
·
as well as other working visits.
Along
with the proposals aimed at solving the recorded issues the results,
examinations and analyses of the visits were presented to the competent state
authorities.
The
issues raised during the monitoring processes were also recorded in the reports
published by the Defender.
In
particular, between January 1 and December 20, the Defender published 11
reports.
The
existing issues in the field of human rights protection were also discussed
during the sessions of the councils adjunct to the Defender.
In
particular, 13 meetings of the councils were held during the reporting period.

sessions of the Council on the Protection of the Rights of Persons with
Disabilities,
• 2
sessions of the Advisory Council on the Prevention of Torture,
• 2
sessions of the Council on Women's Rights,

session of the Council on the Protection of Human Rights in the Armed Forces,
• 1
session of the Council on the Protection and Promotion of the Rights of Persons
Belonging to National Minorities.
It is
worth emphasizing that the Council for the Protection and Promotion of the
Rights of Persons Belonging to National Minorities adjunct to the Defender was
established in 2023 at the initiative of Anahit Manasyan.
The
Council aims at contributing to the effective protection and promotion of the
rights of persons belonging to national minorities as a result of joint work
with representatives of national minorities and civil society. The effective
solution of problems in the field of human rights protection, among other
things implies close and effective cooperation with other national human rights
institutions, international structures and organizations in the mentioned
field.
In
that context, during the reporting period, the Human Rights Defender and her
staff held about 90 high-level meetings with the representatives of foreign
countries and international organizations.
During
2023, training courses and discussions were held both for the staff and by the
staff of the Human Rights Defender.
In
the period from January 1 to December 20, the Defender submitted 90 written
legal opinions on draft normative legal acts related to human rights and
freedoms.

legal positions were published in relation to various issues related to rights,
4 special opinions were submitted to the Constitutional Court, 3 decisions were
rendered on the violation of citizens' rights, and 1 application was satisfied
by the Constitutional Court.
One
of the key directions of the activities of the Defender Anahit Manasyan is the
protection of the rights of people forcibly displaced from Nagorno Karabakh.
Starting
from September 24, the Defender and her representatives visited registration
centers located in Kornidzor, Vaik and Goris: they had private conversations
with about 350 forcibly displaced persons, in order to observe the situation of
ensuring the rights of people forcibly displaced from Nagorno Karabakh as a
result of Azerbaijan's actions. The Defender's visits were continuous in order
to observe the situation of ensuring the rights of people forcibly displaced
from Nagorno-Karabakh. The Defender visited the temporary accommodations of
people forcibly displaced from Nagorno Karabakh both personally and together
with Dunja Mijatović, Commissioner for Human Rights of the Council of Europe,
the President of the OSCE Parliamentary Assembly Pia Kauma and the Secretary
General of the OSCE PA Roberto Montella.
In
order to effectively protect the rights of people forcibly displaced from
Nagorno-Karabakh the working group was formed within the staff of the Human
Rights Defender’s Office.
As of
October 1, 2023, more than 1100 applications which related from receiving
socio-economic assistance to providing housing, etc. received positive
solutions.
