Since September 24, the Defender Anahit Manasyan and the representatives of the Defender have visited registration centers located in Kornidzor, Vaik and Goris in order to observe the situation of ensuring the rights of people forcibly displaced from Nagorno Karabakh as a result of Azerbaijan's actions.
In general, the Defender and the Defender's representatives had private talks with about 350 forcibly displaced people.
During the fact-finding activities in Kornidzor, then in Goris and Vaik, a number of problems were recorded and solved on the spot, which were related to various issues concerning the reception of forcibly displaced people from Nagorno Karabakh, the organization of registration processes, the provision of accommodation for people, the provision of basic necessities and hygiene items.
The Defender highlighted the importance of actions aimed at improving work with vulnerable groups, in particular, guaranteeing accessible procedures for people with disabilities and the need to organize special approaches and services based on age, characteristics and needs of children.
Since September 24, the Human Rights Defender office has also been examining alarms and complaints on the hotline of the Defender's office to further uphold the rights of forcibly displaced persons. Local and international press, social media publications, including Azerbaijani sources, are monitored and summarized.
Particularly, during the mentioned period, about 2000 alarms were examined based on the results of alarms received on the hotline of the Human Rights Defender's office and the monitoring of social media. The issues raised mainly related to the provision of accommodation, warm clothes, food and hygiene items, child care items, as well as an information about the fate of their relatives, and the right of persons to medical assistance, etc.
The Human Rights Defender records that the presented issues were mostly addressed and solved as a result of the cooperation of the Defender with the representatives of competent bodies, and in some cases, with various organizations and individuals. At the same time, the Ombudsperson emphasizes the need to improve systemic solutions in relation to solve the matter.
In addition to the above-mentioned, the Human Rights Defender's office continues to monitor the Azerbaijani media, documenting calls for violence against ethnic Armenians, especially targeting women and children, as well as the propaganda of hatred and enmity. All similar publications were reviewed and the collected information was sent to international partners. The results of the fact-finding activities conducted and summarized at this stage will also be presented to international partners and competent authorities.
Issues of ensuring the rights of people forcibly displaced from Nagorno Karabakh are under the special attention of the Human Rights Defender.
The Defender's office will continue to work around the clock, ensuring the addressing and solving of the mentioned issues.
