Today,
on October 3, on the instructions of the Defender, the representatives of the
Department for Prevention of Torture and Ill-Treatment of the Human Rights
Defender's Office conducted an unannounced monitoring visit to the "Sevan
Mental Health Center" CJSC.
During
the unannounced visit, special attention was paid to the rights and social
condition of forcibly displaced persons from Nagorno Karabakh receiving
treatment there, as well as to issues related to their documents. Within the
framework of monitoring, the working conditions of the people receiving
treatment and the working conditions of the personnel, the state of ensuring
their rights, their compliance with the established requirements, the treatment
procedures of the persons recognized as Involuntary and incapacitated, as well
as the documents related to the patients kept in the institution were checked.
The
representatives of the Defender discussed the recorded problems with the
management of the mental health center. The problems will be summarized and the
proposals aimed at solving them will be presented to the competent authorities
with the relevant analysis.
